Okay heres how it goes I still live with my parents (not old enough to move out) and I have to share the same network as them, same External IP same security settings. I live in Pennsylvania and my Internet Providers is RCN (http://www.rcn.com). I get my internet/phone/cable from them. Take in note cost isn't much of an issue as long as its not to high. I wanted to have a separate network with a separate router and a separate external IP address. The router is not the problem the problem is: is it possible to have two whole separate networks running through 1 house? Because my dad is the one in control of everything. I want to be the admin of the whole network and security on it. I DONT wanna divide the current network into 2 sub-networks I want a whole separate one! Is this possible?

Getting a second cable account would be the same as dividing your current network into two subnetworks so that would be a waste of money. All of your neighbors are sharing the same bandwidth when you're using cable Internet. So if you're going to pay for another account make it DSL instead.
That being said, why not just buy another router, and attach that router to your parents router? that would give you complete control of everything that happens on your network, and it would be separate from your parents network, and avoid monthly fees.
Reply:MAYBE - you can have your own separate Internet Connection. How do you get your current Internet Connection? By cable DSL Modem? You would have to check with your ISP and see if it is possible to have two accounts on the same CABLE. I know we can't do it here in Australia. You can only have one.
One thing you can do is get a Wireless Router and connect it by cable to your existing router.
Then you will have a separate network coming from the wireless router to your PC.
You talked about "external IP Address" the correct name is "Public IP Address" and it is assigned by the ISP to your Router. The router then assigns a PRIVATE IP address to each computer on the network. usually in the range 192.168.0.1 to 192.168.0.255. Routers can also be set to assign Private IP's in the range 10.3.0.1 to 10.3.0.255
There is a reason parents want to control access to the Internet. The world is not a nice place. There are very very bad people out here that are looking to take advantage of you. Your parents are just trying to protect you until you gain some more experience in the real world.
Reply:The way I see it, you have two options. 1 - Open a second account with rcn, but a new cable modem from them and setup your network, this will give you a second external ip address but will cost you $40 bucks a month. Option 2 - buy a cheap switch and nat back to your dad's external ip, you can setup your own vlan's and subnets behind the switch. The only downside to option two is you will still be restricted by an security or access controls your dad put on the network in from of your swich.
Reply:The only way that you can have a different "External IP" (Public IP Address) is to have a completely seperate modem with a different account. Whether or not RCN offers that, I don't know. The bottom line is: 1 modem = 1 "External IP" as you call it. Connecting a second router or switch to their router as some have suggested will NOT get you a different "External IP" and you will still be subject to their rules setup on the "primary" router.
